The old building of the Town Hall is located in the main square of the city (the current Praça Luís de Camões), facing the cathedral, in the centre of the walled space. The building dates back to 1570 and marks the entrance or affirmation of the Renaissance architecture in the city of Guarda.

It is a rectangular plant building with two floors. It features a main façade dominated by a monumental portico, developed in arcades standing over monumental pillars that occupy the entire width of the façade. On the second floor one must admire three balcony windows flanking two coats: the City coat and the Kingdom coat on the left. The façade is topped by an imposing cornice in which elegant cannon gargoyles are inserted and one can also see little pillars in which 7 armillary spheres and decorative urns. In the interior of the building there is a monumental staircase that accesses several compartments, such as the Noble Hall - the beautiful former audience room - with a ceiling with caissons which were restored during the times of Estado Novo. In the lobby one can admire tile panels by Manuel Cargaleiro. Nowadays this building houses the headquarters of CIM Beiras and Serra da Estrela.
